Job Description

Summary
To plan, organize, direct, and review the overall administrative and operational activities of the K64 Program; to provide highly responsible and complex administrative support to the President and K64 Partners; and to represent the K64 interests with other educational agencies, institutions, government, industry, and the community at large.

Supervision Exercised and Received:
Receives direct supervision from the President.

Exercises direct supervision over management, professional, and secretarial staff.

Examples of Duties

Assume full management responsibility for all K64 services and activities including coordination of instruction, programs and administration; administer policies and procedures.

Prepare and submit to the Governing Board of K64 quarterly reports of financial and administrative activities; keep the Governing Board of K64 advised of financial conditions, program progress, and present and future needs of the partnership.

Develop, plan, and implement, with Governing Board participation, K64 goals and objectives as well as policies and procedures necessary to provide K64 services.

Oversee and direct the development, presentation, and administration of the K64 budget; prepare and oversee the financial forecast of funding needed for staffing, equipment, materials, and supplies; monitor revenues and expenditures; oversee the development of alternative sources of funding.

Appoint, train, motivate, and evaluate employees involved in K64 activities; establish performance objectives; prepare and present employee performance reviews.

Continuously monitor and evaluate the efficiency and effectiveness of K64 service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.

Represent K64 to public officials and outside agencies; explain and justify K64 programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues.

Plan, direct, and manage the K64’s work plan; meet with staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate program goals and objectives.

Provide highly responsible administrative staff assistance to the Governing Board; direct specific and comprehensive analyses of results.

Coordinate activities with those of other departments and outside agencies and organizations; prepare and present staff reports and other related correspondence.

Respond to and resolve difficult inquiries and complaints; interpret, analyze, and explain policies, procedures, and programs.

Maintain awareness of modern developments in management, business administration, higher education, K-12 education and fields related to assigned functions.

Provide staff support to a variety of committees and study groups; research and develop recommendations related to the progress of K64.

Provide assistance to the Governing Board; prepare and present staff reports and other necessary correspondence.

Qualifications

Education:
Equivalent to a Master’s Degree from an accredited college or university with major course work in education, business or public administration, personnel management, or a related field.

Experience:
Eight years of increasingly responsible experience including oversight of academic and administrative support services with at least four years of experience in an administrative and supervisory capacity.

Knowledge of:

  • Modern principles and practices of business, educational, governmental relations and partnership development.
  • Organizational and management practices as applied to the planning, analysis, and evaluation of programs, policies, and operational needs.
  • Principles of personnel management, supervision, training, and performance evaluation.
  • Principles and practices of budget preparation and administration.
  • Principles of effective public relations and interrelationships with community groups and agencies, other educational institutions, private businesses, and firms and different levels of government.
  • Research and reporting methods, techniques, and procedures.
  • Sources of information related to a broad range of educational programs, services, and administration.
  • Pertinent federal, state, and local laws, codes, and regulations.
Ability to:
  • Provide effective leadership and coordinate the activities of the K64 partnership.
  • Effectively administer a variety of programs and administrative activities.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Prepare and analyze administrative and statistical reports, statements, and correspondence.
  • Gain cooperation through discussion, persuasion, and collaboration.
  • Select, supervise, train, and evaluate assigned staff.
  • Serve effectively as the administrative agent of the Governing Board of K64.
  • Interpret and apply federal, state, and local policies, procedures, laws and regulations.
  • Oversee the preparation and administration of the K64 budget.
  • Identify and respond to public and Governing Board issues and concerns.
  • Maintain effective audio-visual discrimination and perception needed for:
  • making observations
  • reading and writing
  • operating assigned equipment
  • communicating with others.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
    • sitting for extended periods of time
    • operating assigned equipment.

  • Establish and maintain cooperative working relationships with those contacted in the course of work including college, K-12 and government officials, community groups, the general public, and media representatives.
